ALLAN W. McMANN BURSARY: Ritchie Smith, the first winner of the bursary, is now in his second year at Robert Gordon’s University and, it is understood, progressing well. He has now applied for and had been sent the first instalment (£250.00) of two for his second year. This year’s winner, Stephanie Machray, has now been formally informed of her award but is currently in the U.S.A. on a ‘year out’ and, it is understood will apply for her bursary next academic year. The other applicant, Rachael Matthew, has also been informed and accepted an offer of £50 for her painting of ‘Old Andover’. Committee had agreed that the painting would be offered to Andover Primary School and this would be done after the school holidays.

ART BRECHIN 2009: David Adam gave a comprehensive report on the expenses and income for Art Brechin 2009. While some aspects had still to be clarified, it appeared that costs had been kept to a minimum and was nearly in balance with income. David passed cheques, bills, etc to the Treasurer. It was understood that the hire of Mechanics’ Institute for the event was £500 and this still had to be paid. Mr. Ritchie, supported unanimously, congratulated and praised David for his very hard work in producing Art Brechin 2009. It was agreed that it had been an outstanding success.

Election of Chairman: The Chairman then stepped down and the Secretary took the Chair and asked for nominations for chairman. Mr. G. Mitchell nominated Mr. Hill and was seconded by Mr. Ritchie. Stewart suggested that as he been chairman for nearly 16 years, it was possibly time for a change. There were, however, no other nominations and Mr. Hill was re-elected chairman by acclaim.
Election of Office Bearers and Committee: Mr. Hill the resumed the Chair thanking all for their continued support and confidence in him. He then proposed that office bearers and committee should be re-elected en bloc and this agreed unanimously. The Secretary stated that, as he would soon be 70, this would be the last year he would accept nomination for the position. The Chairman, seconded by the Secretary, moved that Mr. Adam be elected to the committee and this was accepted by all. Mr. Adam accepted the invitation.

The ALLAN W. McMANN BURSARY
There was a majority in favour of the work of Stephanie Machray and it was agreed that the award would be made to her. It was also generally agreed that the other work was also very good. Steve suggested that the Committee might award a consolation prize. Stewart suggested that the Trust might offer to buy both works. It was agreed a sum of £50 would be offered for each work.
Steve’s suggestion to award an annual essay prize on the subject of the built heritage or history of Brechin was also accepted. This could be open to all Brechin High School students and would serve to promote an interest in and a better knowledge of their heritage. The prize would also serve to draw interest to the bursary at an early stage. Details would be decided at a later date.
Extra-ordinary meeting of the Executive Committee held on Wednesday 15 July 2009 at 4.00 p.m.
THE MECHANICS’ INSTITUTE
The Secretary proposed that the Trust provided an interest free loan of £25,000 and Mr. Malcolm seconded this motion. There were no other motions and members’ unanimity in support was noted. It was agreed that the Trust would draw up the appropriate legal document that should clearly state that this agreement was additional to the earlier loan agreement which remained extant. This meant that the two loan agreements were for a total of £75,000. Stewart then invited members to view the refurbishment work completed and in progress. Members were greatly impressed by the design and standard of the improvements.
ARTS FEST
Mr David Adam had written to the Trust explaining that he hoped to organise a small arts festival (‘arts fest’) as there appeared to be no plans by the organisers of Brechin Art Festival to repeat this year what had become an annual event. David believes that he has the backing of former art festival committee members and feels that something should be done continue with a festival in a more limited way. He is proposing an exhibition of paintings, sculpture, crafts and hopefully some musical concerts, if help is forthcoming and performers adopt a free spirit of participation. He had previously approached the Secretary who had advised him to submit his application to the Trust for support in writing. After some discussion, the Chairman suggested that the Trust might adopt the proposal and invite David to join the Trust committee. This would mean the Trust would assume responsibility for financing the ‘mini fest’. It was agreed that such a move would be within the Trust’s constitution. It was agreed that the Secretary would contact David with this proposal and, if he accepted, an extra-ordinary meeting would be called within a few weeks to hear his plans in more detail.

ALLAN W. McMANN BURSARY.
The Secretary drew members’ attention to a fairly long article in the Brechin Advertiser that referred briefly to the ‘Civic Trust’ bursary and this year’s winner. Unfortunately, there were two pieces of what appeared to be misinformation. A sentence referring to the award also noted that the recipient was going to the USA for a year. It is quite possible to infer from this sentence that the bursary award was paying for the trip. There was also a report that the winning work had been bought by Brechin Town House Museum. While this was a possibility, it seems unlikely that Angus Council would make such a purchase. The Trust had offered to buy the work.
A statement had been sent to The Brechiner giving details of the McMann Bursary. He hoped this would be published in the next issue but, with the recent fire in the town, it might not be.

ART BRECHIN 2009
Following a presentation from Mr. David Adam, Committee agreed unanimously that the Trust would give financial support to Art Brechin 2009:
• The Civic Trust would give its full financial support to the main exhibition set in the Mechanics’ Institute paying for the hire of the premises, publicity, etc.
• The Trust would pay for the materials for the making of appropriate screens and for the provision of appropriate lighting.
• Adequate public liability insurance was already fully covered by the Trust’s insurers.
• Councillor Mairi Evans would open the exhibition. There would be a small charge and wine would be provided.
• Other events would be encouraged in venues with owners fully responsible for organising and running any event being hosted including admission charges and expenses. Participating organisations might be covered by Civic Trust publicity.

Mr Adam was co-opted to the Trust’s Executive Committee by unanimous agreement.
